No, you cannot study in Germany without an APS (Academic Evaluation Centre) certificate, even if your Indian college is not APS-eligible.

- APS certificate is mandatory for all Indian students applying for a German student visa. Without it, your visa application will not be processed, regardless of the university's admission policy.
