No, having an APS certificate alone does not exempt you from the standard admission requirements for Master's programs in the Netherlands.

You will still need to meet all university requirements, including proof of English proficiency through exams like IELTS or TOEFL, unless you qualify for an exemption based on your previous education. The APS certificate is not a substitute for these exams or other mandatory criteria.
