No, an APS certificate alone is not enough to apply for English-taught master's programs in Germany. Most universities require proof of English language proficiency, usually through an IELTS score.

Some universities may waive the IELTS requirement if your previous degree was entirely in English and you can provide a Medium of Instruction certificate, but this depends on the institution. In most cases, you will need both the APS certificate and an IELTS (or equivalent) score for admission.
