No, the APS (Akademische Prüfstelle) certificate is only required for applicants from certain countries - mainly China, India, and Vietnam - when applying to German universities.

- Germany: APS is mandatory for Indian students applying to public universities, both for admission and student visa.
- Other countries (UK, USA, Canada, Australia): APS is not required for university applications.
