University-specific scholarships are often tied to academic achievement or particular admission criteria set by that institution. The Deutschlandstipendium is typically university-run, combining academic achievement with other factors the individual university weighs. Research and PhD funding tends to be tied closely to your research proposal, academic record and whether a supervisor or research group is willing to back you.
