Given my strong undergraduate degree in philosophy, should I apply directly to PhD programs in Canada or start with a Master's?
A strong undergraduate degree means more than high grades here, since these departments are really screening for demonstrated research ability, particularly through your writing sample, not simply your GPA on a transcript.

The Writing Sample Decides More Than the Degree
UBC, for instance, asks direct-entry applicants for a 15 to 20 page writing sample demonstrating genuine philosophical argument, not just competent essay writing. One exceptionally strong undergraduate paper developed further is more persuasive to an admissions committee than a high GPA on its own.
My Advice
Do not treat a Master's as automatically the safer financial choice. McMaster, for example, explicitly warns that its international Master's funding does not cover international tuition and living costs, while Toronto's direct-entry PhD comes with five years of funding built in. Apply directly to the strongest direct-entry PhDs, and add one or two Master's programmes only as insurance if your writing sample is not yet where it needs to be.
