With 80% and no backlogs, eligibility is the easy part of this decision; the harder part is that structural, geotechnical, transportation, sustainable infrastructure and construction management are five genuinely different careers wearing one degree title, so the right program depends on which of those five you actually want to do day to day.

Grade Requirements Don't Translate One-to-One

• UK 2:1 equivalence: UCL and Imperial both typically ask for the equivalent of a UK upper-second-class degree, but each university sets its own percentage-to-classification conversion for Indian transcripts, so 80% at your specific university may or may not clear the bar.
• Malaysia's lower bar: Universiti Teknologi PETRONAS, for example, publishes a minimum CGPA of 2.50 out of 4.00 for its research-based Civil Engineering MSc, which your 80% comfortably clears.

My Advice

If you genuinely can't choose between the five tracks yet, start with UTM's broad Master of Engineering in Civil or UCL's general Civil Engineering MSc rather than locking into a narrow specialization now. Both let you pick electives across structures, geotechnics, transport and sustainability, so you can specialise for a PhD or a second qualification later once you've actually worked in the field.
