Yes, as long as you have cleared all your backlogs before applying, German universities will consider your application. What matters most is that you have no active or pending backlogs at the time of application.

Universities may note your academic history, and top-tier institutions often prefer applicants with few or no past backlogs. However, many universities - especially Universities of Applied Sciences - are flexible and accept candidates with cleared backlogs.

Focus on strong grades, relevant work experience, and a solid Statement of Purpose to strengthen your profile. Cleared backlogs will not block your admission or visa process if your final transcripts show all are resolved.
