Germany is generally preferred for a Master's due to its high-quality education and very low semester fees at public universities (typically €150 - €350/semester). Most programs have their main intake in October, with limited options in April.

Latvia also offers English-taught Master's programs, but tuition is higher (€4,000 - €6,000/year), and the main intake is in September. January/February intake is available but less common.
