Yes, for a UK student visa, personal funds must be held in your account for at least 28 consecutive days, with the last day of this period no more than 31 days before your application.
However, this 28-day rule does not apply to education loans. A student loan sanction letter is accepted as proof of funds if it meets UKVI requirements: it must be from a government-backed or regulated lender, dated within six months of your application, state the loan amount, confirm the funds are for your studies, and confirm the money will be available before you travel.
Your student loan application letter is eligible and does not require the 28-day holding period.
