Yes, most public universities in Germany offer Master's programs with no tuition fees for international students, including those from India. Instead, you pay a semester contribution (Semesterbeitrag), typically €150 - €350/semester, which covers administrative costs and student services.

A few exceptions exist:
- Baden-Württemberg: Charges €1,500/semester tuition for non-EU students.
- Bavaria: Some universities charge €2,000 - €6,000/semester for non-EU students.

Most public universities still offer many English-taught Master's courses without tuition fees, especially in engineering, computer science, natural sciences, business, and social sciences.
