After you arrive in Germany, you cannot withdraw the entire amount at once; instead, you can access a fixed monthly sum of around €992 from this blocked account to cover your living costs like accommodation, food, and health insurance. This system ensures you have a steady income throughout your stay.

If your program charges tuition fees, you must also show additional funds to cover those fees before arrival. But for most public universities with no tuition fees, proving living expenses is the main financial requirement.
