No, completing an IELTS preparation course on an app may provide a certificate from the app, but this is not an official IELTS certificate.
Only the official IELTS exam, taken at an authorized test center, gives you a recognized certificate for study or immigration. App-based certificates are for course completion only and are not accepted as proof of English proficiency by universities or visa authorities.
If you need an official IELTS certificate, you must register for and pass the actual IELTS test.
