My Advice
Verify the exact wording of each university's waiver policy on its own admissions page before ruling IELTS out entirely. Accepting an MOI certificate outright and accepting one only if the entire degree was taught in English are different bars, and the second one trips up a lot of Indian applicants whose bachelor's had a handful of electives taught in a regional language.
