No, you generally cannot enroll in both a pre-master's and a master's program at the same university at the same time. Most universities require you to complete the pre-master's first before starting the master's program.

Indian banks typically offer education loans that can cover both the pre-master's and master's programs if you have admission letters for the full course sequence. Repayment usually starts after you finish your entire study period, including the master's degree.

International students are usually not eligible for Dutch student finance (studiefinanciering), so an Indian bank or private loan is recommended.
