How does the university calculate my bachelor's percentage for eligibility?
Universities use the percentage printed on your official transcript when one exists, or convert your CGPA using your Indian university's own certified formula, commonly CGPA multiplied by 10, and only fall back to CGPA divided by maximum CGPA times 100 when no certified formula is available.
There is no single India wide conversion rule that every foreign university applies. What counts is what your own Indian university officially certifies, so the method changes depending on whether your degree already shows a percentage or only a CGPA.

My Advice
In my experience, students assume CGPA times 9.5 or times 10 applies everywhere and get an unpleasant surprise at application time. Request an official conversion certificate from your university's exam cell before you apply, and attach it alongside your transcript so the admissions office does not apply its own fallback formula to your file.
