Does backlog mean active backlogs or any backlogs in the past?

Backlog usually refers to active backlogs - subjects or exams you have not yet passed and are still pending. Cleared backlogs (ones you have already passed) typically do not count as backlogs in your application.
For most international applications, only your active backlogs at the time of applying are considered.
