No, you generally cannot apply without transcripts, as universities require official academic records to assess your eligibility.

If your transcripts are not yet available, many universities will accept provisional or semester-wise mark sheets temporarily. In some cases, a letter from your institution explaining the delay may also be accepted, but you must submit the official transcripts as soon as they are issued.
