Yes, family members can help with your New Zealand student visa application only if they are New Zealand citizens or residents. Simply living in New Zealand for over 10 years does not qualify someone to sponsor you - they must hold legal resident or citizen status.

If eligible, they can support your application by providing proof of financial capacity and accommodation as required by Immigration New Zealand. Family members without citizenship or residency cannot act as sponsors, regardless of how long they have lived in New Zealand.
