Norway ended free tuition for them from autumn 2023, and NTNU still charges them. Exemptions cover students admitted before 2023, exchange students from partner universities, Erasmus Mundus and Nordic Five Tech students, and PhD candidates.<\/p>\n\n\n\n<p>Parliament removed the cost-covering fee rule on 1 August 2026, which lets each university set lower prices (<a href=\"https:\/\/www.nordiskpost.com\/2026\/08\/01\/norway-international-student-tuition-fees\/\" target=\"_blank\" rel=\"noreferrer noopener\">NordiskPost<\/a>). Its pro-rector said in October 2025 that NTNU would obey the existing rules while the law was pending, and Norwegian institutions usually announce fee levels around November. The <a href=\"https:\/\/www.uio.no\/english\/studies\/admission\/tuition\/\" target=\"_blank\" rel=\"noreferrer noopener\">University of Oslo <\/a>already lists rates for 2027\/28, so a 2027-28 NTNU price may appear near the time your application window opens.<\/p>\n\n\n\n<p><strong><em>Counselor insight:<\/em><\/strong><em> Do not hold back a 1 December application to wait for a fee announcement.
