Since then, most study permit applicants have needed this letter to prove their spot at a Canadian institution counted toward their province&#8217;s share of the national cap before IRCC would even process their study permit application. Without one, applications were returned unprocessed.&nbsp;<\/p>\n\n\n\n<p><strong>That national cap has tightened every year: <\/strong>485,000 approved study permits in 2024, down to 437,000 in 2025, and 408,000 for 2026.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who&#8217;s Exempt Starting January 1, 2026<\/strong><\/h3>\n\n\n\n<ul>\n<li><strong>Master&#8217;s and doctoral degree students<\/strong> enrolled at a <strong>public<\/strong> DLI. Private institutions are excluded; this exemption does not apply to private colleges or universities.<\/li>\n\n\n\n<li><strong>Existing study permit holders<\/strong> applying for an extension at the same DLI and the same level of study.<\/li>\n\n\n\n<li><strong>Exchange students<\/strong>, who were already exempt before this change.<\/li>\n\n\n\n<li><strong>Primary and secondary (K\u201312) students<\/strong>, and certain Government of Canada priority and vulnerable cohorts.<\/li>\n\n\n\n<li><strong>Quebec-bound students are the one major exception:<\/strong> even with the federal PAL\/TAL requirement waived, IRCC states you must still separately meet Quebec&#8217;s own provincial requirements (the CAQ).<\/li>\n<\/ul>\n\n\n\n<p><strong>What this exemption does not do:<\/strong> it does not exempt graduate diploma or graduate certificate programs. The exemption is specifically for degree-granting master&#8217;s and PhD programs. For Indian applicants targeting master&#8217;s or PhD programs at public universities like the University of Toronto, UBC, or McGill, you can now move directly from your Letter of Acceptance to your study permit application without waiting on a separate provincial letter first.<\/p>\n\n\n\n<p>Two things worth checking carefully before assuming you&#8217;re covered: first, confirm your specific institution is a <strong>public<\/strong> DLI, since the exemption explicitly excludes private colleges a growing category among options marketed to Indian students.
