The<a href=\"https:\/\/www.mur.gov.it\/it\/atti-e-normativa\/decreto-ministeriale-n-1005-del-06-08-2026\" target=\"_blank\" rel=\"noopener\"> ministerial decree of 6 August 2026<\/a> creates the participation contribution in Article 5 but does not state an amount. Annexe 1 says only that payment methods are published on Universitaly when registration opens. Almost every Indian website currently displays \u20ac130 as a confirmed 2026 fee. It is last year&#8217;s figure, carried forward.<\/p>\n\n\n\n<p>One detail from the decree that no fee guide mentions: <strong>Rs.7,263 (\u20ac65)<\/strong> of each candidate&#8217;s contribution is paid to the Italian university hosting that candidate&#8217;s test, as reimbursement for the logistics of running the exam. The rest funds the national organisation of the paper. It does not carry forward. Your IMAT score is valid only for the year you sit the exam, so a retake next year means paying the full fee again.<\/p>\n\n\n\n<p>Two rules from the decree matter financially:<\/p>\n\n\n\n<ul>\n<li><strong>Payment alone does not register you.<\/strong> The decree states plainly that a payment not accompanied by the online registration receipt gives no right to sit the test. If your card goes through but you never completed the registration steps, you have donated money to the Italian treasury and you cannot enter the hall.<\/li>\n\n\n\n<li><strong>There is no refund route in the decree.<\/strong> This is a participation contribution, not a deposit. If you fall ill, miss your flight, or decide not to appear, the amount is gone.<\/li>\n<\/ul>\n\n\n\n<p><strong><em>Counsellor insight:<\/em><\/strong><em> Every year some students pay first, assume that is registration, and never download the receipt. There is no bank challan, no agent-collected payment, and no offline route.<\/p>\n\n\n\n<p>The practical problems are Indian banking problems, not Italian ones:<\/p>\n\n\n\n<ul>\n<li><strong>International transactions are usually disabled by default<\/strong> on Indian debit and credit cards. Enable both international transactions and e-commerce in your banking app, or by calling the bank.<\/li>\n\n\n\n<li><strong>Prepaid wallet-style cards frequently fail<\/strong> on European government payment gateways. Use a regular bank debit or credit card.<\/li>\n\n\n\n<li><strong>Some banks add tax or a forex markup<\/strong> on the transaction, so the amount debited may be slightly more than the euro figure converted at the day&#8217;s rate.<\/li>\n\n\n\n<li><strong>Download the receipt immediately<\/strong> and keep several digital copies. The<a href=\"https:\/\/en.unipv.it\/en\/education\/bachelors-and-masters-degree-programs\/fees-and-funding\/fees\/prospective-students\/non-eu-students\" target=\"_blank\" rel=\"noopener\"> University of Pavia&#8217;s official fees page<\/a> sets its 2026-27 non-EU flat rate at <strong>Rs.43,579 to Rs.5,08,417 (\u20ac390 to \u20ac4,550)<\/strong> per year across three brackets.<\/p>\n\n\n\n<p><strong>Route two, the ISEE parificato.<\/strong> You submit your family&#8217;s Indian income and asset documents, they are converted into Italy&#8217;s equivalent economic indicator, and your fee is calculated from that. That first instalment is the regional right-to-study tax plus stamp duty, which almost every student pays regardless of income. The tuition on top of it is what varies. Students with a study residence permit can register with Italy&#8217;s national health service for an annual fee, which Bologna lists at a minimum of \u20ac700 per year for those on a study permit.<\/p>\n\n\n\n<p>Living costs vary sharply by city. Milan and Rome sit at the top; Messina, Catania, Ancona and Pavia are considerably cheaper. Missing one costs you a full year of grant, tuition exemption and housing.<\/p>\n\n\n\n<p><strong>Your visa funds are questioned.<\/strong> A large recent deposit with no history is the most common reason for additional scrutiny.
