Verify the current rate before finalising your budget.<\/em><\/p>\n\n\n\n<p><strong><em>Counselor insight:<\/em><\/strong><em> The 800 AZN stipend is worth checking against local wages before you assume it is generous. Azerbaijan&#8217;s average monthly nominal salary was 1,172.1 manats in January to April 2026, according to the<\/em><a href=\"https:\/\/www.stat.gov.az\/?lang=en\" target=\"_blank\" rel=\"noopener\"><em> <\/em><em>State Statistical Committee of Azerbaijan<\/em><\/a><em>. For a Class 12 applicant that is a 70 percent aggregate. For a master&#8217;s applicant it is your bachelor&#8217;s percentage or CGPA.<\/li>\n\n\n\n<li>English-medium programs: minimum<a href=\"https:\/\/leapscholar.com\/exams\/ielts\/preparation-online\"> IELTS<\/a> 5.0 or<a href=\"https:\/\/leapscholar.com\/exams\/toefl\"> TOEFL<\/a> 40 for undergraduate, IELTS 5.5 or TOEFL 50 for postgraduate.<\/li>\n\n\n\n<li>If your previous education was conducted in English, that can serve as proof instead of a test score.<\/li>\n\n\n\n<li>Russian, Turkish and Azerbaijani-medium programs require separate proof of proficiency in that language.<\/li>\n\n\n\n<li>Citizens of Azerbaijan, and anyone whose Azerbaijani citizenship was terminated, are not considered.<\/li>\n\n\n\n<li>Dual nationals may submit only one application, under the nationality their nominating authority endorses.<\/li>\n<\/ul>\n\n\n\n<p><strong><em>Counselor insight:<\/em><\/strong><em> The IELTS 5.0 floor is unusually low and it misleads students.<\/em><a href=\"https:\/\/www.ada.edu.az\/en\/admission\/undergraduate\" target=\"_blank\" rel=\"noopener\"><em> <\/em><em>ADA University&#8217;s own undergraduate admission page<\/em><\/a><em> requires IELTS 6.0, TOEFL iBT 75, PTE 50 or Duolingo 105 for direct entry. Clearing the scholarship&#8217;s minimum does not mean you clear the university&#8217;s minimum, and the grant lets you pick three institutions. Target the highest requirement among your three choices, not the scholarship floor. This is the single most important thing to understand about the Azerbaijan government scholarship, and it is where most Indian applications end before they begin.<\/p>\n\n\n\n<p>The process has two stages, and stage two is locked behind stage one.<\/p>\n\n\n\n<p><strong>Stage 1: Government nomination.<\/strong> You submit your documents to a government authority in your own country, which reviews candidates and nominates a shortlist to Azerbaijan. No nomination means no application.<\/p>\n\n\n\n<p><strong>Stage 2: SIACAS registration.<\/strong> Only nominated candidates register on Azerbaijan&#8217;s centralised admission portal, SIACAS at portal.edu.az, and select the Heydar Aliyev International Education Grant channel. You may choose three specialties at three different Azerbaijani institutions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who nominates Indian applicants?<\/strong><\/h3>\n\n\n\n<p>India has no publicly advertised nomination window run by the Ministry of Education for this program. In practice, the<a href=\"https:\/\/newdelhi.mfa.gov.az\/\" target=\"_blank\" rel=\"noopener\"> Embassy of the Republic of Azerbaijan in New Delhi<\/a> is the authority that publishes each year&#8217;s call for Indian applicants and is your correct first point of contact.<\/p>\n\n\n\n<p>The official contact channels named in the call document are:<\/p>\n\n\n\n<ul>\n<li><strong>Ministry of Foreign Affairs, Azerbaijan:<\/strong> scholars@mfa.gov.az<\/li>\n\n\n\n<li><strong>Ministry of Science and Education, Azerbaijan:<\/strong> info@studyinazerbaijan.edu.az<\/li>\n\n\n\n<li><strong>SIACAS portal technical issues:<\/strong> siacas.support@tsii.edu.az<\/li>\n<\/ul>\n\n\n\n<p><strong><em>Counselor insight:<\/em><\/strong><em> Nomination-gated scholarships reward early contact, and the arithmetic explains why. The Azerbaijan Embassy in India confirmed that 100 awardees from 51 countries were selected in the 2025-26 cycle. That averages under two awards per participating country per year across five degree levels. A marksheet photocopy signed by you, which is standard practice for Indian college admissions, does not meet the requirement. Several Azerbaijani institutions go further: the<\/em><a href=\"https:\/\/adau.edu.az\/media_en\/elanlar_en\/admission-announcement-for-international-applicants-7133\/\" target=\"_blank\" rel=\"noopener\"><em> <\/em><em>Azerbaijan State Agricultural University admission notice for 2026-27<\/em><\/a><em> requires transcripts, diplomas and medical certificates authenticated with an apostille.
