IRCC sets a national cap and gives each province and territory a share of spaces. Provinces decide which institutions receive spaces and issue attestation letters to students once they are accepted, according to<a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/transparency\/transition-binders\/deputy-minister-2026\/international-student-program.html\" target=\"_blank\" rel=\"noopener\"> IRCC&#8217;s transition binder<\/a>. A PAL does not replace IRCC&#8217;s own assessment. Some collect a tuition deposit at acceptance, so confirm the refund terms before paying.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Long_Is_a_Provincial_Attestation_Letter_Valid\"><\/span><strong>How Long Is a Provincial Attestation Letter Valid?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A provincial attestation letter is linked to the school you applied to and, in most cases, must be used in the year it was issued. Unless it shows an earlier expiry date, it is valid until 31 December of its cap year. The 2026 cap year covers PALs issued from 1 January to 31 December 2026. IRCC states you cannot apply with a PAL issued during a previous cap year.<\/p>\n\n\n\n<p>It needs to be valid when you apply, not when you start studying. Master&#8217;s and doctoral students at public DLIs sit outside that count because they no longer need a PAL.<\/p>\n\n\n\n<p>For 2027, IRCC&#8217;s own planning says it will set the 2027 study permit cap alongside the Immigration Levels Plan in fall 2026 and seek approval of provincial and territorial allocations.
