master&#8217;s or doctoral study, capped at one cycle<\/li>\n\n\n\n<li>Dormitory accommodation, within the subsidy allocated through the Ministry of Education budget<\/li>\n<\/ul>\n\n\n\n<p>Two limits matter more than the benefits list.<\/p>\n\n\n\n<p><strong>Dormitory funding is conditional, not guaranteed.<\/strong> The official wording ties it to available places, and scholarship holders must contact the host university themselves to learn the accommodation conditions.<\/p>\n\n\n\n<p><strong>Medicine, dental medicine and pharmacy are excluded.<\/strong> The programme page states this in bold, with no appeal route. If a free MBBS in Europe is the goal, this is the wrong scheme, and<a href=\"https:\/\/leapscholar.com\/blog\/mbbs-in-moldova\/\"> MBBS in Moldova for Indian students<\/a> is a closer comparison.<\/p>\n\n\n\n<p><strong><em>Counsellor insight:<\/em><\/strong><em> Dormitory allocation is the only benefit the ministry does not control. Universities allocate on merit points and prioritise domestic students. Budget for private housing in year one and treat the dorm as upside.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Competitive_Is_the_Romania_Government_Scholarship\"><\/span><strong>How Competitive Is the Romania Government Scholarship?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>88,798 students from 152 countries applied for the 2026-27 cycle,<\/strong> per Romania&#8217;s own<a href=\"https:\/\/studyinromania.gov.ro\/mfa_results2026\" target=\"_blank\" rel=\"noopener\"> Study in Romania portal<\/a>.<\/p>\n\n\n\n<p>Set that against the intake. The Romanian Embassy in Pretoria&#8217;s published methodology cites 85 scholarships awarded annually. The MFA does not publish a current allocation, so treat 85 as reference only.<\/p>\n\n\n\n<p>Two further data points:<\/p>\n\n\n\n<ul>\n<li>Results for 2026-27 were pushed past the stated 15 July date. The portal attributes the delay to application volume and tells candidates to check their StudyinRomania account rather than email the ministry.<\/li>\n\n\n\n<li>Just over 120 Indian students are enrolled across Romania, per the<a href=\"https:\/\/www.eoibucharest.gov.in\/news_letter_detail\/?id=97\" target=\"_blank\" rel=\"noopener\"> Embassy of India in Bucharest<\/a> in April 2026.<\/li>\n<\/ul>\n\n\n\n<p><strong><em>Counsellor insight:<\/em><\/strong><em> At 88,798 applications against a reference intake near 85, this is a file competition, not a merit contest. Completeness is the differentiator. A file missing one apostille stamp is discarded before anyone reads the CV, and the platform locks it the moment you submit.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Romania_Government_Scholarship_Eligibility_and_the_Language_Condition\"><\/span><strong>Romania Government Scholarship Eligibility and the Language Condition<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The academic bar is modest. Applicants need an average of at least 7 out of 10 across the last completed level of study, or the equivalent &#8220;Good&#8221; grade.<\/p>\n\n\n\n<p>Eligibility is restricted to non-EU citizens, with seven exclusions:<\/p>\n\n\n\n<ol>\n<li>Citizens of Romanian origin, or from historical Romanian communities near Romania<\/li>\n\n\n\n<li>Applicants holding or seeking a form of protection in Romania<\/li>\n\n\n\n<li>Stateless persons with officially recognised stay in Romania<\/li>\n\n\n\n<li>Accredited diplomatic and consular staff, and their families<\/li>\n\n\n\n<li>Administrative and technical staff of accredited missions<\/li>\n\n\n\n<li>Staff of Romania-based international organisations, and their families<\/li>\n\n\n\n<li>Existing Romanian state scholarship holders for the same cycle<\/li>\n<\/ol>\n\n\n\n<p>There is no age limit, per the<a href=\"https:\/\/scholarships.studyinromania.gov.ro\/scholarship-faq\" target=\"_blank\" rel=\"noopener\"> official FAQ<\/a>. Only one application is permitted per cycle, and a submitted application cannot be edited.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Will you have to study in Romanian?<\/strong><\/h3>\n\n\n\n<p>At bachelor&#8217;s and master&#8217;s level, yes. Only Romanian-taught programmes are available. PhD candidates may study in Romanian or in a foreign language set by the doctoral school.<\/p>\n\n\n\n<p>A funded one-year Romanian preparatory year is granted to non-speakers. Three routes exempt you from it:<\/p>\n\n\n\n<ul>\n<li>Romanian study documents, or school records showing three consecutive years of study in Romanian<\/li>\n\n\n\n<li>Passing the Romanian language test organised under current regulations<\/li>\n\n\n\n<li>A Romanian language competence certificate at minimum B1 level<\/li>\n<\/ul>\n\n\n\n<p>No English test is required, because the degree is not in English. That is a consequence, not a benefit. A three-year bachelor&#8217;s plus the preparatory year means four years of lectures, exams and vivas in Romanian. India&#8217;s Ministry of Education notice for 2026-27 states plainly that the 20-month pool is for academic exchange and short-term study or research, not for full degrees. Its shortlisting also awards extra points to candidates willing to return to India and work for two years.<\/p>\n\n\n\n<p>Notices appear on the ministry&#8217;s<a href=\"https:\/\/www.education.gov.in\/scholarships-education-loan-4\" target=\"_blank\" rel=\"noopener\"> scholarships page<\/a>, alongside other<a href=\"https:\/\/leapscholar.com\/blog\/indian-government-scholarships-to-study-abroad\/\"> Indian government scholarships for studying abroad<\/a>.<\/p>\n\n\n\n<p><strong><em>Counsellor insight:<\/em><\/strong><em> Read the duration row before the benefits row. Students accept a Cultural Exchange nomination expecting a funded three-year degree and arrive holding a research stay of under ten months, with no tuition cover beyond it.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documents_Required_for_the_Romania_Government_Scholarship\"><\/span><strong>Documents Required for the Romania Government Scholarship<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Romania tightened three conditions for 2026-27, published on the<a href=\"https:\/\/studyinromania.gov.ro\/mfa_2026-2027\" target=\"_blank\" rel=\"noopener\"> MFA scholarships 2026-2027 notice<\/a>. Applications that fail them may be ruled ineligible.<\/p>\n\n\n\n<ol>\n<li>All study documents must be apostilled under the Hague Convention, or authenticated by the home country&#8217;s relevant authority<\/li>\n\n\n\n<li>Applicants must already hold the diploma or certificate confirming completed studies and the passed graduation exam at the time of submission<\/li>\n\n\n\n<li>A valid passport is mandatory to complete the application<\/li>\n<\/ol>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table class=\"has-palette-color-5-background-color has-background has-fixed-layout\"><thead><tr><th><strong>Document<\/strong><\/th><th><strong>India-specific detail<\/strong><\/th><\/tr><\/thead><tbody><tr><td>Baccalaureate diploma or equivalent, plus any bachelor&#8217;s, master&#8217;s or PhD degree<\/td><td>Class 12 board certificate plus degree certificate. The birth certificate goes through the State Home Department or the SDM.<\/li>\n\n\n\n<li><strong>MEA apostille.<\/strong> The Ministry of External Affairs has not accepted documents directly from individuals since July 2012. Submit through a designated outsourced agency or the<a href=\"https:\/\/esanad.nic.in\/\" target=\"_blank\" rel=\"noopener\"> eSanad portal<\/a>. Fees are Rs.50 per apostille sticker, Rs.18 agency handling per educational document and Rs.40 postal per document.<\/li>\n\n\n\n<li><strong>Scan and upload.<\/strong> Individual PDFs, scanned from the original after apostille.<\/li>\n<\/ol>\n\n\n\n<p><strong><em>Counsellor insight:<\/em><\/strong><em> The birth certificate breaks more Indian files than any academic document. A Marathi or Tamil certificate needs translation, then Home Department attestation, then MEA: three queues in sequence, not one.
