Finland&#8217;s Prime Minister Petteri Orpo&#8217;s Government Programme for 2023-2027 identifies Vietnam, the Philippines, India, and Brazil as priority countries for international recruitment outside the EU.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In India specifically, local talent managers assist Finnish employers; these Finland-based specialists help Finnish companies hire from India. That is not how the program works. What the programme provides is a set of coordinated services: the Work in Finland job portal, employer networks, and immigration support frameworks.
