In 2021, a study revealed 64% of the total Indian students planned to study abroad either in Canada or the US.

Canada’s Minister of Immigration Sean Fraser with Quebec’s Minister of Immigration Jean Boulet has announced to tighten access to PGWP for certain graduates of Non-Subsidised Private educational institutions

Students will get access to Quebec’s Post-Graduation Work Permit (PGWP) only if they graduate from a subsidised study programme at colleges & universities monitored by the provincial government.

From 2016 to 2018, close to 5,000 students got PGWP through non-subsidised education institutes.  The number spiked to 11,500 students between 2019-21

• The measure is expected to improve the ‘programme integrity'.  • Protect Canada’s reputation of being the most preferred study abroad destination for foreign students.

Outcome of the measure

• It will attract foreign  students to come & study in all regions of Quebec. • To prevent Quebec from being used as a bridge to settle in other provinces.

Implementation Date

Starting September 1, 2023, there will be changes to PGWP eligibility for certain programs of DLI in Quebec
